Our research has established that Phase III trials are, by far, the biggest 
expense, and the biggest risk, of new drug development. In fact, we have found 
that Phase III trials are even more expensive than is commonly thought. That 
expense distorts the drug-development system so that it does not efficiently and 
rationally allocate time and money to find new medications. Regulators block 
useful drugs from reaching patients. Researchers are discouraged from attempting 
to serve the most numerous populations of patients. And investors face the 
prospect of spending vast sums for nothing.
